
The City of Jacksonville is one of
the oldest contracts held by OHC initiated in 1986 by Jacksonville
Electric Authority and extended to cover the entire City. OHC is
responsible for conducting full environmental assessments on new sites and
asbestos and lead surveys for all buildings scheduled for renovation and
demolition, indoor air quality for all buildings, health and safety
assessments, emergency response, mold and hazardous material remediation.
Environmental Assessments (EA):
OHC conducted over a hundred site assessment for the downtown
rehabilitation projects. OHC discovered a contaminated site from an old
dry cleaning operation. The site assessment indicated a plume of DNAPL and
dissolved chlorinated hydrocarbon. OHC designed a remediation system to
include SVE and a multi-well groundwater pump and treat system for plume
containment.
Asbestos & Lead Testing
and Removal:
OHC has been responsible for the initial surveys and identification of all
asbestos-containing material for the three (3) generating stations owned
by JEA. We were also involved in construction supervision and monitoring
of asbestos and lead abatement for the demolition of Units 1, 2, 3 and 4
at the Southside Generating Station as well as Unit 2 at the North side
Generating Station, asbestos abatement of the JEA plaza which includes
three (3) buildings ranging from 10-16 stories and the 19 story central
office building, Gator Bowl, Duval County Courthouse, Civic Center, and
the Federal Reserve Building. We are presently in the design stage for
asbestos abatement of the entire City Hall, a 16-story structure.
Recently, the City tasked
OHC to complete a Limited Contamination Assessment Report (LCAR)
for the Highland site. OHC removed an underground heating oil tank and
discovered soil contamination; we recommended a specific course of action
to include monitoring for natural attenuation and a monitoring only
plan. The plan was submitted to DEP for approval. Upon approval, OHC
installed five (5) wells to monitor the groundwater quarterly. This was
consistent with the state guidelines under the Petroleum Cleanup
Participation Program (PCPP). This project shows our dedication to
providing very cost effective solutions to their environmental challenges.
