
OHC holds an indefinite contract with the City
of Lakeland for a wide range of environmental consulting services to
include: CERCLA/RCRA compliance, environmental compliance
assessments, Spill Prevention Control and Countermeasures (SPCC) Plans,
site assessments, industrial hygiene studies, asbestos, lead, indoor air
quality and site decontamination. OHC has held this contract for the
past 14 years, another testament to our good service.
Emergency Response to
Chemical Spills: OHC is listed with the Department of Environmental
Protection (DEP) as the City’s designated contractor responsible for
emergency response to hazardous material spills and oversight of the clean
up and disposal activities. OHC has responded to several mercury spills at
the generating stations. OHC mobilized a
remediation contractor on site within 24 hours of the spill, assessed the
extent of the spill; isolated the contamination and safe zones and performed
complete oversight of the remediation and disposal activities. OHC was also
responsible for the notification to the local regulatory agencies and all
coordination with these agencies and plant personnel. OHC conducted all the
required monitoring during the remediation activities and the required
clearance testing as required by DEP and submitted a closure report to DEP.
Lead & Asbestos Abatement:
OHC was responsible for the design and execution
of one of the largest and most complicated lead abatement projects performed
in the United States (picture above). OHC was also responsible for
identification of lead-based paint on Unit No. 1 at McIntosh generation
station using the XRF detector. OHC assisted in the design of a master
specification for lead abatement of the unit. The project required removal
of all lead paint from the entire boiler casing and associated
structural support. A semi-hard wall enclosure was designed to
encase the entire structure that could withstand up to 130 mile-per-hour
winds, simulating hurricane conditions. Negative pressure was established
inside the enclosure and was air conditioned to prevent metal oxidation once
the paint and primer was removed.
Heavy
metal removal and disposal:
OHC developed an extensive program for the proper removal and disposal of
arsenic and heavy metals at the power generating stations. OHC provided all
the required 40 Hour HAZWOPER, site supervisor and confined space entry
training to the on site hazardous material team in accordance with 29 CFR
1910.120. OHC conducted all the waste characterization for heavy metals and
managed the removal and disposal activities.
Environmental Assessments: The Lakeland Housing Authority, under Project
Hope 6, to perform Phase I site assessments to meet the stringent HUD
requirements and asbestos surveys on housing 2 parks, as well as site
assessments throughout the Paul A. Diggs Neighborhood, which covers an
approximately 50 acre site. OHC produces high quality Phase I Environmental
Site Assessments (EAs) that meet the requirements for the Standard American
Society for Testing and Materials (ASTM) E1527-97. The site assessment
satisfies one of the requirements to qualify for the Innocent Landowner
Defense to CERCLA liability.
OHC
also performed numerous site assessments and wetland delineation on
properties scheduled for purchase by the City. In order to assess an area
contaminated by a discharge of hazardous materials OHC used innovative
technology to assess the extend of contamination. The direct push
methodology was used combined with Field Gas Chromatography (GC) for quick
sampling and analysis of soil and groundwater samples recovered from the
site. Based on the findings of the initial investigation OHC installed
permanent ground water monitoring wells to testing points for aquifer
testing.
