
OHC was responsible for
the environmental studies and remediation of the Cecil Field Naval Air
Station under the Department of Defense Base Realignment and Closure (BRAC)
contract, which was performed in preparation for commercial development
into the Cecil Commerce Business Center. OHC was responsible for
conducting all the initial studies for underground storage tanks, and for
the presence of asbestos, lead and/or hazardous materials in over 100
buildings, the central steam plant, and associated steam lines. Upon
completion of the assessments, OHC developed the abatement/remediation
specifications for the identified material remediation activities,
structures demolition, and site restoration. OHC conducted all the waste
characterizations in compliance with RCRA and performed a cost analysis to
determine the most economical means to abate and recycle the construction
debris generated from the rehabilitation activity.

OHC is responsible for the post cleaning studies and remediation of the
Cecil Field Naval Air Station in preparation for development into the
Cecil Commerce Business Center. OHC is responsible for conducting all the
initial studies for over 100 buildings, the Central Steam Plant and the
steam lines for asbestos, lead and hazardous materials. Upon completion
of the assessment, OHC develops the specifications for the
abatement/remediation activities followed by the demolition of these
structures. OHC performed a cost analysis to determine the most
economical means to abate and recycle the construction debris generated
from the rehabilitation activity.
Phase I
-
OHC has recently completed Phase I of the surveying, abatement and
demolition of all the overhead steam lines and steam plant. OHC also
performed all the required TCLP testing to characterize the waste for
disposal. Phase I was completed on schedule and within budget consisting
of the following material: Asbestos - TSI on Steam Lines – 36,500
linear ft, Steam Plant – 5,000 sq. ft.; Lead - Central Steam Plant
Structure and 42 Tower Support Legs
Demolition Phase
- Building No. 11 – 8,500 sq. ft. Steam Plant; 21 Exterior Steel Piping
Support Towers; 1,650 Exterior Wood Piping Support Poles and 25 In-Ground
Concrete Steam Vaults
Phase
II
– OHC is presently conducting Phase IIof the project. OHC has completed the environmental studies on the B-Barracks
consisting of 17 buildings totaling 350,000 sq. ft. of surface area.
OHC will proceed with the management and supervision of the abatement on
asbestos and lead-based paint (LBP) followed by the demolition of the
structures.
Phase III – OHC
is also presently conducting Phase III of the project. OHC is in the
process of surveying and assessing 91 structures, totaling 640,000 sq.
ft. for asbestos, lead and hazardous materials. OHC will also be
responsible for all the contract administration and construction
management for the abatement and demolition.
