OHC was awarded a Master
Service Agreement with Sprint Spectrum, L.P. (Sprint), covering with
Eastern portion of the United States, in order to provide environmental
consulting support for their telecommunication services. OHC was tasked
making sure properties that were either being purchased or leased were in
compliance with the Phase I (ESA) and National Environmental Policy Act of 1969
(NEPA) with SHPO for natural and cultural resources management programs,
Historical, Archeological and Architectural surveys, Public Notice,
and the rules promulgated by the Federal Communications Commission
(FCC) pursuant to NEPA requirements.
In order to determine
whether a proposed telecommunication project may significantly affect the
environment a land use screen of nine (9) categories would be performed.
The categories that were addressed are as follows:
1.
Officially Designated Wilderness Areas
2.
Officially Designated Wildlife Preserves
3.
Threatened and Endangered Species and Designated Critical Habitats
4.
Historic Places
5.
Indian Religious Sites
6.
Floodplains
7.
Significant Changes in Surface Features (wetland, surface waterways)
8.
High Intensity White Lights in Residential Neighborhoods.
9.
Excessive Radio Frequency Exposure
If it was determined that an undertaking would have a potential adverse
affect on one or more of the categories then an environmental impact
statement would be conducted to determine the extent of the impact. This
information would then be submitted to the FCC for review and comment.
